DEFENSE LOGISTICS AGENCY

Elite PPE LLC,* Santa Rosa Beach, Florida, has been awarded a maximum $763,082,470 fixed-price, indefinite-delivery/indefinite-quantity contract for physical fitness gear. This was a competitive acquisition with five responses received. Other contracts are expected to be awarded under this solicitation (SPE1C1-25-R-0130) and awardees will compete for a portion of the maximum dollar value. This is a five-year base contract with one five-year option period. Location of performance is California, with a Feb. 25, 2031, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-26-D-0026). (Awarded on Feb. 26, 2026)

Ham Produce and Seafood Inc.,* Honolulu, Hawaii, has been awarded a maximum $31,500,000 fixed-price with economic-price-adjustment, indefinite-delivery contract for fresh fruits and vegetables. This was a competitive acquisition with two responses received. This is a five-year contract with four option periods. The ordering period end date is March 5, 2031. Using customer is War Department. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Honolulu, Hawaii (SPE302-26-D-P017). 

Loc Performance Products LLC, Plymouth, Michigan, has been awarded an estimated $14,615,277 firm-fixed-price, indefinite-quantity contract for vehicle and tank support assemblies. This was a competitive acquisition with one response received. This is a three-year base contract with two one-year option periods. The performance completion date is Feb. 26, 2029. Using military services are Army, Navy, and Marine Corps. Type of appropriation is fiscal 2026 through 2029 defense working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Columbus, Ohio (SPE7LX-26-D-0029).

UPDATE: Avfuel Corp., Ann Arbor, Michigan (SPE607-26-D-0054, $9,847,066), has been added as an awardee to the multiple award contract for fuel support at Redding Regional Airport, California, issued against solicitation SPE607-25-R-0204 and awarded on Jan. 7, 2026. The contracting activity is Defense Logistics Agency Energy, Fort Belvoir, Virginia.

UPDATE: Imperial Flying Service Inc., Imperial, California (SPE607-26-D-0004, $34,059,625), has been added as an awardee to the multiple award contract for fuel support at Imperial County Airport, California, issued against solicitation SPE607-25-R-0204 and awarded on Jan. 7, 2026. The contracting activity is Defense Logistics Agency Energy, Fort Belvoir, Virginia.

UPDATE: Aml Global LC, Central, Hong Kong (SPE607-26-D-0056, $17,466,580) has been added as an awardee to the multiple award contract for fuel support at Pago Pago International Airport, American Somoa, issued against solicitation SPE607-25-R-0204 and awarded on Jan. 7, 2026. The contracting activity is Defense Logistics Agency Energy, Fort Belvoir, Virginia.

NAVY

Hornbeck Offshore Operators LLC, Covington, Louisiana, was awarded a $291,794,000 firm-fixed-price contract (N3220526C4004) to provide operation and maintenance of four government-owned Transportation Auxiliary General Submarine Escort (T-AGSE) vessels. The vessels under this contract will include United States Naval Ship (USNS) Arrowhead, USNS Eagleview, USNS Westwind, and USNS Black Powder. The contract includes a one-year base period, four 12-month options, and a six-month option under Federal Acquisition Regulation 52.217-8. The contract will be performed in Kings Bay, Georgia; and Bangor, Washington, beginning March 1, 2026, and will conclude Aug. 31, 2031, if all options are exercised. Working capital funds (Navy) in the amount of $46,574,000 are obligated for fiscal 2026 and will not expire at the end of the fiscal year. This contract is Sole Source under the authority of 10 U.S. Code 3204(a)(1). Military Sealift Command, Norfolk, Virginia, is the contracting activity.

The Boeing Co., Seattle, Washington, is awarded $166,841,462 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide engineering analysis, software maintenance, software support services, and modernizations and improvements to software and associated hardware capabilities in support of P-8A systems and software engineering sustainment tasks associated with obsolescence, improvements and enhancements for the Navy. Work will be performed in Seattle, Washington (78%); St. Louis, Missouri (12%); and Huntington Beach, California (9%), and is expected to be complete by December 2030. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001926D0003). 
    
L3 Harris Maritime Services Inc., Norfolk, Virginia (N3220526D1005); L3 Technologies Inc. Herndon, Virginia (N3220526D1006); and Sea Wrench LLC,* Bedford, New Hampshire (N3220526D1007), are each being awarded an indefinite-delivery/indefinite-quantity firm-fixed-price contract to provide engine room control system maintenance and repair onboard Military Sealift Command vessels. The shared ceiling for all three contracts is $49,000,000 with the companies having the opportunity to compete for individual firm-fixed-price orders. This contract contains a five-year ordering period and one six-month option. The contract will be performed on a worldwide basis beginning Feb. 27, 2026, and ending Aug. 26, 2031, if option is exercised. This contract was procured utilizing other than full and open competition, solicited via the Government Point of Entry website; four offers were received. Military Sealift Command, Norfolk, Virginia, is the contracting activity. 

General Dynamics Mission Systems Inc., Pittsfield, Massachusetts, is being awarded an undefinitized contract action with a not-to-exceed amount of $36,150,000 under contract N0003026C7000, for technical and engineering services for fire control efforts in support of the Nuclear-armed, Sea-Launched Cruise Missile Program. Work will be performed from March 2026 through March 2027, and performed in Pittsfield, Massachusetts (80%); and Manassas, Virginia (20%). Research, development, test, and evaluation (Navy) funding, as provided in the 2025 One Big Beautiful Bill Act, in the amount of $18,075,000 will be obligated on this award. No funds will expire at the end of the current fiscal year. This contract action is being awarded on a sole source basis under 10 U.S. Code 3204(a)(1) and was previously synopsized on the System for Award Management online portal. Strategic Systems Programs, Washington, D.C., is the contracting activity.

Textron Systems Corp., Hunt Valley, Maryland, is awarded a $32,034,493 cost-plus-fixed-fee and cost modification to a previously awarded contract (N00024-25-C-6309) to exercise an option for Mine Countermeasures Unmanned Surface Vehicle software development and sustainment support. Work will be performed in Hunt Valley, Maryland (60%); Panama City, Florida (30%); and Arlington, Virginia (10%), and is expected to be completed by February 2027. Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $1,427,108 (4%) will be obligated at time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

General Dynamics Electric Boat, Groton, Connecticut, is awarded a $44,977,880 cost-plus-fixed-fee modification to a previously awarded delivery order (N00024-24-F-4319) to provide unique parts and specialized material, including initial spares, for Virginia-class submarines. Work will be performed in Groton, Connecticut, and is expected to be completed by September 2028. Fiscal 2025 other procurement (Navy) funds in the amount of $44,977,880 will be obligated at the time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

Raytheon Co., Tucson, Arizona, is awarded a $10,762,308 cost-plus-fixed-fee modification to previously awarded contract (N00024-23-C-5401) to exercise options for design agent and engineering support for the rolling airframe missile. Work will be performed in Tucson, Arizona, and is expected to be completed by March 2028. Fiscal 2026 weapons procurement (Navy) funds in the amount of $11,251,387 (89%); fiscal 2026 other procurement (Navy) funds in the amount of $1,100,000 (9%); and fiscal 2025 research, development test and evaluation (Navy) funds in the amount of $300,000 (2%), will be obligated at time of award, of which $300,000 will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $9,600,963 modification (P00008) to a previously awarded cost-plus-fixed-fee indefinite delivery/indefinite quantity contract (N0001922D0024). This modification adds scope to provide all required maintenance and support for the F-35 product support aircraft in support of F-35 acceptance flights for the Air Force, Marines, Navy, Foreign Military Sales customers, and non-U.S. Department of War participants. Work will be performed in Fort Worth, Texas, and is expected to be completed in December 2026. No funds will be obligated at time of award; funds will be obligated on individual orders as they are issued. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Innovative Defense Technologies LLC,* Arlington, Virginia, is awarded a $9,364,049 modification (P00009) to contract (N0001423C1006) for the "Naval Digital Engineering Ecosystem (NDEE)" effort. The modification provides for the design, development and accelerated deployment of NDEE-derived Counter-/C5ISRT S&T solutions for field-testing adoption by Naval forces. Innovative Defense Technologies is proposing to refine prototype AI agents and optimization algorithms and integrate these into its Automated Test Re-Test Enterprise Platform AI framework. Work will be performed in Arlington, Virginia. The modification will increase the value of contract line-item number 0006 by $9,364,049 from $9,999,993 to $19,364,042 and extend the period of performance to March 23, 2027. After execution of the modification, the total cumulative value of this contract will be $62,332,183. Fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $9,293,544 are obligated at time of award and will not expire at the end of the current fiscal year. The Office of Naval Research, Arlington, Virginia, is the contracting activity.

ARMY 

L3 Technologies Inc., Londonderry, New Hampshire, was awarded a firm-fixed-price contract for the development, production and testing of the Binocular Night Observation Device. The amount of this action is $465,993,977. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 27, 2033. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-26-D-A007). 

Elbit Systems of America - Night Vision LLC, Roanoke, Virginia, was awarded a firm-fixed-price contract for the development, production and testing of the Binocular Night Observation Device. The amount of this action is $450,602,778. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 27, 2033. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-26-D-A002). 

Photonis Defense Inc, Lancaster, Pennsylvania, was awarded a firm-fixed-price contract for the development, production and testing of the Binocular Night Observation. The amount of this action is $352,606,722. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 27, 2033. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-26-D-A006). 

Alabama Power Co., Birmingham, Alabama, was awarded a firm-fixed-price contract to provide electric service, changes in electric service, or disconnection of electric service under the General Services Administration Areawide Public Utility Contract. The amount of this action is $97,376,861. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 29, 2036. FDO Fort Sam Houston, Texas is the contracting activity (47PA04-25-D-0028, W9124J-26-F-A023). 

HII Mission Technologies Corp, McLean, Virginia, was awarded a $12,000,000 modification (P00008) to contract W58RGZ-26-P-0008 for transportation logistics services in support of the Army mission. The modification brings the total cumulative face value of the contract to $12,000,000. Work will be performed in McLean Virginia, with an estimated completion date of April 30, 2027. Fiscal 2026 operation and maintenance, Army funds in the amount of $12,000,000 were obligated at the time of the award. Army Contracting Command – Redstone Arsenal, Alabama, is the contracting activity. (W58RGZ-26-P-0008). 

Aktarius LLC, Panama City, Florida, was awarded a firm-fixed-price contract for Defense Health Agency Continental U.S. Facilities Logistics Support Services. The amount of this action is $9,997,020. Bids were solicited via the internet with one received. Work will be performed in San Antonio, Texas, with an estimated completion date of June 30, 2026. Fiscal 2026 Defense Health Program, Defense funds in the amount of $9,997,020 were obligated at the time of the award. U.S. Army Corps of Engineers, Huntsville Engineer and Support Center, Alabama, is the contracting activity (W912DY-26-C-A008). 

National Native American Construction Inc.*, Coeur d'Alene, Idaho, was awarded a firm-fixed-price contract for the design and construction of the Grandview Gate Entry Control Facility. The amount of this action is $9,240,000. Bids were solicited via the internet with one received. Work will be performed in Mountain Home Air Force Base, Idaho, with an estimated completion date of Aug. 21, 2027. Fiscal 2024 military construction, defense-wide funds in the amount of $9,240,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Seattle, Washington, is the contracting activity (W912DW-26-C-A017).
