DEFENSE LOGISTICS AGENCY

Sawasawa LLC,* Los Angeles, California, has been awarded a maximum $763,082,470 fixed-price, indefinite-delivery/indefinite-quantity contract for physical fitness gear. This was a competitive acquisition with five responses received. This is a five-year base contract with one five-year option period. Other contracts are expected to be awarded under this solicitation (SPE1C1-25-R-0130) and awardees will compete for a portion of the maximum dollar value. The ordering period end date is July 13, 2031. Using customers are Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-26-D-0055).

UPDATE: Hu-Friedy Manufacturing Co. LLC, Chicago, Illinois (SPE2DF-26-D-0015, $48,300,000), has been added as an awardee to the multiple award contract for dental supplies and equipment for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DE-25-R-0002 and awarded Feb. 18, 2026. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

ARMY

Neros Inc., Torrance, California, was awarded a $500,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of the Archer first-person-view sUAS purpose-built attritable system, support equipment, testing, engineering support, and training. One bid was solicited with one received. Work locations and funding will be determined with each order, with an estimated completion date of June 30, 2031. VES LLC, Aberdeen Proving Ground, Maryland, was awarded a $49,996,014 firm-fixed-price contract for end-to-end software engineering lifecycle support for government vehicle operating system software production. One bid was solicited with one received. Work locations and funding will be determined with each order, with an estimated completion date of July 12, 2031. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W912CH-26-D-A077).

NAVY

Vertex Aerospace LLC, a V2X Co., Madison, Mississippi, is awarded a $390,975,307 firm-fixed-price and cost contract for logistic integration support services. This contract provides to coordinate the complex repair process for the Marine Force Storage Command Logistics Integration Support Secondary Repairable program. Work will be performed in Albany, Georgia (34%); Barstow, California (11%); Camp Lejeune, North Carolina (11%); Camp Pendleton, California (11%); Okinawa, Japan (11%); Kaneohe Bay, Hawaii (11%); and Jacksonville, Florida (11%), with an expected completion date of Jan. 30, 2026. This contract includes a five-year ordering period and a six-month extension of services which, if exercised, could bring the cumulative value of this contract to $390,975,307. No funding will be obligated at the time of award, and the award will be made contingent to the availability of funds. Funding will be obligated as task orders are assigned. This contract was competed in Procurement Integrated Enterprise Environment, and two proposals were received. The Marine Corps Logistics Command, Albany, Georgia, is the contracting activity (M67004-26-D-0001).

Northrop Grumman Systems Corp., Rolling Meadows, Illinois, is awarded a $42,007,410
modification (P00019) to a previously awarded fixed-price incentive (firm-target), cost-plus-fixed-fee, cost reimbursable contract (N0001923C0001). This modification adds scope for the fabrication, assembly, testing, and delivery of AN/APR-39 D(V)2 Radar Warning Receiver/Electronic Warfare Management Systems hardware, to include 30 processors (29 for the Navy and one for the government of Morocco), 116 antenna detectors (112 for the Navy and four for the government of Morocco), 86 radar receivers (84 for the Navy and two for the government of Morocco), 32 low-band arrays (31 for the Navy and one for the government of Morocco), and 37 battery handle assemblies (36 for the Navy and one for the government of Morocco), as well as associated technical, engineering, management, and logistics support in support of various aircraft. Work will be performed in Rolling Meadows, Illinois (60.27%); Woburn, Massachusetts (10.78%); San Leandro, California (8.01%); Lansdale, Pennsylvania (6.88%); Lewisburg, Tennessee (3.61%); Longmont, Colorado (2.3%); Verona, Wisconsin (1.53%); Newark, Delaware (1.23%); and various locations within the continental U.S. (5.39%), and is expected to be completed in December 2029. Fiscal 2026 aircraft procurement (Navy) funds in the amount of $37,172,757; fiscal 2025 aircraft procurement funds in the amount of 2,826,025; fiscal 2024 aircraft procurement (Navy) funds in the amount of $676,048; and Foreign Military Sales customer funds in the amount of $1,332,579 will be obligated at the time of award. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Advanced Acoustic Concepts LLC, Great River, New York, is awarded an $11,527,067 cost-plus-fixed-fee, firm-fixed-price contract for software and hardware development and upgrades to the Common Acoustic Simulation Environment Fidelity Improvement system to provide high-fidelity anti-submarine warfare training environments for P-8A Poseidon operations and advance maritime patrol and reconnaissance aircraft post-flight analysis capabilities. The effort includes enhancements supporting multi-static active coherent enhancements, multiple input/multiple output capabilities, new sonobuoy functionality, undersea advantage receiver and processing modifications, concurrent active and passive sonobuoy processing, operator machine interface designs, and demonstration of advanced processing build concepts. Additionally, this contract procures 26 Acoustic onboard trainer production units and seven spares, as well as associated non-recurring engineering for unit integration, updates, and development. Work will be performed in Great River, New York, and is expected to be completed in July 2029. Fiscal 2026 aircraft procurement (Navy) funds in the amount of $1,153,350; fiscal 2026 research, development, test and evaluation funds in the amount of $881,000; and fiscal 2024 aircraft procurement (Navy) funds in the amount of $5,920,464, will be obligated at the time of award. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001926C1008). 

DEFENSE COUNTERINTELLIGENCE AND SECURITY AGENCY

Team Carney, Inc., Bentonville, Virginia, has been awarded a $57,916,571 task order (HS002126FE037) under contract 47QREB19D0021, for Defense Counterintelligence and Security Agency (DCSA). Five proposals were received for this task order. This hybrid labor hour and firm-fixed-price task order is for non-personal services to ensure the preparedness and readiness of the security workforce in a continuously changing security environment by providing instructional development and delivery services. Work will be performed at Linthicum Heights, Maryland; and Columbia, South Carolina, with an estimated completion date of Jan. 14, 2032. Fiscal 2026 DCSA defense working capital funds in the amount of $9,864,638 were obligated at time of award. This is not a multi-year contract. DCSA Procurement Solutions, Quantico, Virginia, is the contracting activity.

AIR FORCE

Science Applications International Corp., Reston, Virginia, has been awarded a $28,073,851 cost-plus-award-fee modification (P00008) to a previously awarded contract (FA2401-25-C-0005) to address expanded integration requirements driven by new capabilities, additional space vehicles, and broader contractor support required for Tranche Three satellite programs. The modification brings the total cumulative face value of the contract to $83,514,338.  Work will be performed in Chantilly, Virginia, and is expected to be completed by April 30, 2030. Fiscal 2026 research, development, test and evaluation funds in the amount of $6,879,222 are being obligated at time of award. The Space Development Agency, Washington, D.C., is the contracting activity.

U.S. SPECIAL OPERATIONS COMMAND

Lockheed Martin Corp., Lexington, Kentucky, has been awarded an indefinite-delivery/indefinite-quantity 12-year contract (H92254-26-DE-001) with a ceiling value of up to $10,530,000,010. This contract will provide non-personal, global logistics support services and expertise to maintain program support and Enterprise management functions for U.S. Special Operations Command (USSOCOM). A solicitation (H92254-25-RE-001) for the Special Operations Forces Global Logistics Support Services II was posted to www.SAM.gov in September 2025 and four timely proposals were received in November 2025. One contract was competitively awarded using Federal Acquisition Regulation Part 15 procedures and places of performance will be located throughout the U.S. and outside the continental U.S. Funding shall be provided on a task order basis and if all options are exercised, the contract would end on Aug. 10, 2038. USSOCOM, MacDill Air Force Base, Florida, is the contracting activity.

NAVY

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $1,603,067,858 firm-fixed-price order (N0001926F2171) against a previously issued basic ordering agreement (N0001924G0010). This order procures initial spares for F-35 production aircraft to support the global and base spares pools, afloat spares packages, and deployment spares packages for the Air Force, Marine Corps, Navy, F-35 program partner, and Foreign Military Sales (FMS) customers. Work will be performed in Fort Worth, Texas, and is expected to be completed by September 2033. Fiscal 2026 aircraft procurement (Air Force) funds in the amount of $754,705,797; fiscal 2026 aircraft procurement (Navy) funds in the amount of $223,126,752; F-35 program partner funds in the amount of $138,793,588; and FMS funds in the amount of $486,441,721, will be obligated at the time if award. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Walsh Federal LLC, Chicago, Illinois, is awarded a $487,972,063 firm-fixed-price contract for construction services for F-35 Aircraft Sustainment Center Phase I and CH-53K Composite Repair Facility. Work will be performed at the Marine Corps Air Station (MCAS) in Cherry Point, North Carolina, and is expected to be completed by May 2030. The maximum dollar value, including the base price and options, is $658,307,001. This contract is incrementally funded. Fiscal 2025 and 2026 military construction (Navy) funds in the amount of $288,421,624 for the first increment will be obligated at the time of the award and will not expire at the end of the fiscal year. Future increments will be funded in future fiscal years. This contract was competitively procured via the SAM.gov website, with two offers received. Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-26-C-0016).

NorthStar Maritime Dismantlement Services LLC, Vernon, Vermont, is awarded a $418,497,668 firm-fixed-price contract for the dismantling, recycling, and disposal of ex-Enterprise (CVN 65). Under this contract, ex-Enterprise will be dismantled in its entirety, and all resulting materials will be properly recycled or disposed of. Specifically, hazardous materials, including low-level radioactive waste, will be packaged and safely transported for disposal at authorized licensed sites. Work will be performed in Mobile, Alabama, and is expected to be completed by September 2030. Fiscal 2025 operations and maintenance (Navy) funds in the amount of $415,497,668 will be obligated at the time of award. This contract was competitively procured via the Procurement Integrated Enterprise Environment solicitation module. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-26-C-4137).

Leidos Inc., Reston, Virginia, is being awarded $64,812,131 for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract to support of the Hopper Global Communication Center (GCC) at the Office of Naval Intelligence in providing a broad range of engineering and technical support services to support the intelligence systems and applications that fall under the responsibility of Hopper GCC. The contract will include a four-year ordering period with no option provisions. Work performed under this contract will only be in response to awarded task orders and all work will be completed by July 2030. Work under the contract will be performed in Suitland, Maryland (88%), with the remaining work (12%) being performed at various locations inside and outside the U.S. based on the needs of Hopper GCC. No funds will be obligated at time of award. Fiscal 2026 operations and maintenance funds (Navy) in the amount of $11,100,067 will be obligated on task orders issued immediately after award of this contract that will meet the minimum guarantee required for the contract and those funds will expire at the end of the current fiscal year. Subsequent task orders under the resultant contract will be funded with appropriate fiscal year operations and maintenance funds (Navy) funds. The requirement was competitively procured through the System for Award Management website (Sam.gov) as an unrestricted, competitive procurement with six offers received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, Pennsylvania, is the contracting activity (N00189-26-D-W011).

Mikel Inc.,* Middletown, Rhode Island, was awarded a $13,929,243 firm-fixed-price and cost-plus-fixed-fee modification to a previously awarded contract (N66604-25-D-K500) to allow for the continuation of the Small Business Innovation Research (SBIR) Phase III development, upgrade, production, and delivery of the Submerged Acoustic Navigation System technology to keep the system up to date with emerging Fleet requirements over the remainder of the five-year ordering period. The work performed on the contract derives from and extends efforts made under three prior SBIR efforts. Work will be performed in Fall River, Massachusetts, and the ordering period ends in April 2030. Fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $6,560,269 will be obligated at the time of award and will not expire at the end of the current fiscal year. Omni Federal LLC, Gainesville, Virgina, has been awarded a $67,061,939 firm-fixed-price and time and materials pricing contract for Small Business Innovation Research Phase III Acquisition Platform Integration and eXperimentation. This contract provides for DevOps-as-a-Service to create an agile environment for artificial intelligence integration, test, and deployment. Work will be performed at San Antonio, Texas, and is expected to be completed by July 15, 2031. This contract is a sole source acquisition. The modification brings the total cumulative face value of the contract to $312,500,000 from $250,000,000.
