MIDDLE EAST LIVE: Strikes continue from US, Israel and Iran as UN urges restraint

NAVY

Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $225,109,424 modification (P00011) to a cost-plus-incentive-fee contract (N0001925C0130). This modification exercises options for the design, development, and delivery of all E-130J training weapons systems training materials/courseware, formerly known as E-XX prior to official designation, in support of the Take Charge and Move Out recapitalization program for the Navy. Work will be performed in Orlando, Florida (64%); Oklahoma City, Oklahoma (31%); and Melbourne, Florida (5%), and is expected to be completed in March 2027. Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $54,904,255 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Q.E.D. Systems Inc.,* Virginia Beach, Virginia, was awarded a $69,601,486 cost-plus-award-fee modification to previously awarded contract (N0002424C4201) to exercise options for specification development and availability execution support requirements for various U.S. Navy surface combatants. Work will be performed in Virginia Beach, Virginia (50%); San Diego, California (30%); Marysville, Washington, in the amount of (10%); and Atlantic Beach, Florida, (10%) and is expected to be completed February 2027. Fiscal 2024 other procurement (Navy) funds in the amount of $8,300,000 (51%); fiscal 2026 operations and maintenance (Navy) funds in the amount of $7,765,600 (48%); fiscal 2025 other procurement (Navy) funds in the amount of $61,071 (less than 1%); fiscal 2025 defense-wide procurement funds in the amount of $5,800 (less than 1%); fiscal 2026 other procurement (Navy) funds in the amount of $34,800 (less than 1%); and fiscal no-year other procurement (Navy) funds in the amount of $2,900 (less than 1%), will be obligated at the time of award, of which $16,065,600 will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. (Awarded Feb. 27, 2026)

Complete Parachute Solutions Inc., Deland, Florda, is being awarded $15,607,494 for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The contract will include a two-year ordering period, with a value of $15,607,494 and a six-month option pursuant to Federal Acquisition Regulation 52.217-8, with a value of $4,107,896. The total estimated value of the contract, if the option is exercised, is $19,715,390. Work will be performed at the contractor's facility in Coolidge, Arizona (100%). The base ordering period is expected to be completed by March 31, 2028. If the option is exercised, ordering will end on Sept. 30, 2028. Fiscal 2026 operation and maintenance (Navy) appropriations of $5,000 will be obligated to fund the contract's minimum amount. These appropriations will expire at the end of the current fiscal year on Sept. 30, 2026. The requirement was solicited as a sole source procurement, and therefore only one offer was received. The contract action was procured under sole-source procedures under the authority of 10 U.S. Code 3204(a)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Naval Supply Systems Command, Fleet Logistics Center Norfolk Contracting Department, Norfolk, Virginia, is the contracting activity (N00189-26-D-L001).

Lockheed Martin Rotary Mission Systems, Moorestown, New Jersey, is awarded a $13,716,095 cost-plus-fixed-fee modification to previously awarded contract (N6339424C0003) to exercise options for in-service engineering agent services in support of command, control, communications, computers, combat systems, and intelligence system elements specific to the Littoral Combat Ship Freedom-variant. Work will be performed in Mayport, Florida (50%); Moorestown, New Jersey (20%); San Diego, California (10%); Baltimore, Maryland (5%); Oldsmar, Florida (5%); Orlando, Florida (5%); and Virginia Beach, Virginia (5%), and is expected to be completed in February 2026. Fiscal 2026 other procurement (Navy) funds in the amount of $22,000 (58%); and fiscal 2024 other procurement (Navy) funds in the amount of $15,679 (42%), will be obligated at time of award, of which $15,679 will expire at the end of the fiscal year. Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, California, is the contracting activity.

AIR FORCE

VetPride-EMI Maintenance Solutions LLC, Raleigh, North Carolina, has been awarded a $91,075,323 contract for primary training ranges operations and maintenance support services. This contract provides operations and maintenance support services of range threat, scoring, and feedback systems, which includes target, road, grounds, and limited facility maintenance. Work will be performed at Avon Park Range, Florida; Grand Bay Range, Georgia; Belle Fourche (Colony) Range, Wyoming; Dare County Range, North Carolina; Holloman Ranges, New Mexico; Poinsett Ranges, South Carolina; Mountain Home Ranges, Idaho; and Snyder Range, Texas; and is expected to be complete by Jan. 31, 2031. This contract was a small business competitive acquisition, one solicitation posted online and five offers received. Fiscal 2026 operations and maintenance funds in the amount of $7,059,023 are being obligated at the time of award. The Headquarters Air Combat Command Acquisition Management and Integration Center, Langley Air Force Base, Virginia, is the contracting activity (FA469026C0002). (Awarded on Feb. 27, 2026)

Concept Plus LLC, Fairfax, Virgina, has been awarded a maximum amount $51,715,680 task order (FA877026FB007) to a previously awarded, small business enterprise application solution, indefinite-delivery/indefinite-quantity contract (FA877120D0004) for services for continued support of the existing Reliability and Maintainability Information System, to ensure continuity of operational service of the system application within a secure Air Force environment, and develop new functionality for end-users. Work will be performed at Fairfax, Virgina, and is expected to be completed by March 9, 2031. Fiscal 2026 operations and maintenance will be obligated in the amount of $1,514,981 at time of award. The Air Force Life Cycle Management Center, Wright-Patterson, Ohio, is the contracting activity.

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a $35,326,741 contract modification (P00038) to a previously awarded contract (FA8689-22-C-2014) for Royal Netherlands Air Force MQ-9A contractor logistics support, exercising options and providing program management, logistics support, configuration management, country standard technical orders, country standard time compliance technical orders, software configuration services, engineering technical services, sustaining engineering, airworthiness, contractor and associate subcontractor field service representatives, spares management and procurement, depot level repair services, organizational level maintenance support, site surveys and site installation activities, maintenance data collection and entry, and field maintenance. Work will be performed at Poway, California, and in outside the continental U.S. locations, and is expected to be completed by Sept. 1, 2028. This contract involves Foreign Military Sales to the Netherlands. This award is the result of an international sole source justification. Foreign Military Sales funds in the amount of $35,001,404 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity. (Awarded on Feb. 27, 2026)

Native Star Group, Jay, Oklahoma, was awarded a maximum $16,873,146 firm-fixed-price contract for HVAC System repairs. This contract provides for the repair and replacement of a heating and air-conditioning systems in Base Building 3707. Work will be performed at Tinker Air Force Base, Oklahoma, and is expected to be completed by Aug. 23, 2027. This contract was a competitive acquisition, and two offers were received. Fiscal 2026 capital funds in the amount of $16,873,146 are being obligated at the time of award. The Air Force Sustainment Center, Tinker AFB, Oklahoma City, Oklahoma, is the contracting activity (FA813726C0001). (Awarded on Feb. 26, 2026.) 

Keysight Technologies Inc., Colorado Springs, Colorado, has been awarded a $12,465,153 indefinite-delivery modification (P00008) to a previously awarded contract (FA8571-21-D-0003) for the purchase of additional quantity of Versatile Diagnostic Automated Test System. Work will be performed at Robins Air Force Base, Georgia, and is expected to be completed by March 25, 2026. Fiscal 2026 working capital funds will be obligated upon availability for delivery orders. The Air Force Sustainment Center, Robins AFB, Georgia is the contracting activity. (Awarded on Feb. 26, 2026.) 

DEFENSE LOGISTICS AGENCY

Northrop Grumman Systems Corp., McLean, Virginia, has been awarded a maximum $44,112,370 firm-fixed-price, indefinite-delivery requirements contract for B-1B AN/ALQ-161A Band Driver/Transmitters. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year contract with no option periods. The performance completion date is March 1, 2029. Using military service is Air Force. Type of appropriation is fiscal 2026 defense working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Warner Robins, Georgia (SPRWA1-26-D-0002).

ARMY

Pond Constructors, Peachtree Corners, Georgia, was awarded a firm-fixed-price contract for preventive and corrective maintenance, emergency repair, and records management services for petroleum facilities and systems supporting DLA capitalized facilities on government installations within the South Atlantic Division. The amount of this action is $13,510,858 (with a total cumulative face value of $49,993,840). Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of March 2, 2030. The U.S. Army Corps of Engineers, Huntsville Engineer and Support Center is the contracting activity (W912DY-26-C-A005).
