The WEXMAC TITUS description of contractual scope provides that services and supplies provided through the performance of this contract include but are not limited to humanitarian assistance and disaster relief, contingency, exercise, lodging, logistics, water-based, and land-based support. The contracts will run concurrently and will include a base performance period with one five-year option with individual requirements performed under task orders when specific dates and locations are identified. The base period will begin October 2025 and is expected to be completed by December 2029; if the option is exercised, the performance period will be completed by December 2034. information about the percentage and where the work will be performed cannot be currently provided. Fiscal 2026 operations and maintenance funds in the amount of $3,500 will be obligated ($500 on each of the seven contracts to fund the contracts' minimum amounts), and funds will not expire at the end of the current fiscal year. Additional funds will be obligated at the task order level with the appropriate fiscal year funding as issued by the customers for each area of responsibility. If the option period is exercised, the total estimated contract maximum for each contractor could be up to $20,000,000,000,000. View Online IMMEDIATE RELEASE Department of War Awards $19M to Stimulate Academic Research in Underutilized States Sept. 30, 2025 The Department of War today announced $19.2 million in awards to 29 collaborative academic teams under the Defense Established Program to Stimulate Competitive Research (DEPSCoR). DEPSCoR is a capacity-building program designed to strengthen the basic research infrastructure at institutions of higher education in underutilized states/territories. "The Department's technology progress relies on a network of creative and insightful academics in every state of the nation. DEPSCoR aims to enhance the science and engineering foundations for these researchers and their institutions, while encouraging more researchers to pursue investigations in DoW-relevant areas. It is crucial that we build defense research infrastructure that strategically develops and uses the vast capabilities found across the country," said Dr. David Montgomery, acting director of DoW's Basic Research Office. Today's awards follow two fiscal year 2024 competitions – the DEPSCoR Research Collaboration competition and the DEPSCoR Capacity Building competition. The DEPSCoR Research Collaboration competition is open to tenured and tenure-track faculty members with appointments in the 37 states/territories eligible to compete for program funds. The competition helps these prospects understand DoW's unique research challenges and introduces them to the Department's supportive research ecosystem. DoW received over 120 white papers for the FY 2024 Research Collaboration competition. Subject matter experts in the military services selected the final 27 collaborative teams, led by universities in Alabama, Arkansas, Arizona, Connecticut, Hawai'i, Indiana, Iowa, Minnesota, Missouri, Montana, Nebraska, Oklahoma, Rhode Island, and Wisconsin. Each team will receive up to $600,000 over a three-year period of performance to pursue science and engineering projects in areas relevant to DoW initiatives. View Online IMMEDIATE RELEASE Department of War Awards $43.4 Million to Further On-Shore Antimony Trisulfide Production Sept. 30, 2025 The Department of War announced today a $43.4 million Defense Production Act (DPA) Title III award to Alaska Range Resources, LLC (ARR). The award will enable ARR to extract, concentrate, and refine extracted stibnite to produce military grade antimony trisulfide. This investment uses funds from the Additional Ukraine Supplemental Appropriations Act of 2022 and supports the Administration's goal to increase the production of processed critical minerals and other derivative products as articulated in the March 20, 2025, Executive Order 14241 - Immediate Measures to Increase American Mineral Production. "Antimony metal and antimony trisulfide have critical applications in munitions, especially low and medium caliber, where it is used in primer production and case hardening," said Assistant Secretary of War for Industrial Base Policy Mike Cadenazzi. "The award to ARR advances North American sourcing of this critical mineral for the defense industrial base." With this DPA Title III funding, ARR will complete environmental studies to finalize permitting, geological surveys, and testing to optimize and target its drilling activities; initiate stibnite extraction; conclude its metallurgical study; construct and commission its concentration plant; and construct and commission its refinery. Stibnite is the most abundant naturally occurring ore of antimony. There are significant deposits of stibnite in Stibium, Alaska, and other prospects across the Estelle Project in Alaska where ARR is currently executing a mining operation. "China and Russia control the market for antimony and all its derivatives, putting the United States at risk of interruptions that could jeopardize national security," added Mr. Jeffrey Frankston, Acting Deputy Assistant Secretary of War for Industrial Base Resilience. "Establishing domestic sources for critical metals and minerals like antimony and its compounds enhances the long-term resilience of our supply chains." This award complements and builds upon the success of previous DPA awards which significantly accelerate domestic antimony production.  This award is needed to further de-risk the nation's antimony supply by increasing mine production levels to meet more of the U.S.'s antimony demand for a range of national security applications. This is one of 17 awards made by the DPA Purchases Office totaling $856.2 million since the beginning of fiscal year 2025. Recipient cost shares total $88.0 million since the beginning of FY 2025. Trump, is strong again, with a focus on merit and a warrior spirit. This morning at Marine Corps Base Quantico, Virginia, hundreds of general and flag officers from around the War Department sat shoulder to shoulder in an auditorium to listen to two of the very few collection of people who still outrank them: the secretary of war and the president of the United States.   Trump spoke after Secretary of War Pete Hegseth discussed 10 new directives meant to strengthen the military, including a laser focus on standards.  The United States, Trump said, was built on merit, but the focus later shifted.   "We got away from it for a long time," the president said.  But now merit is back — within the federal government and within the War Department.   "We're going to be greater than we ever were before," Trump told the generals. "We're bringing back a focus on fitness, ability, character and strength — and that's because the purpose of American military is not to protect anyone's feelings — it's to protect our republic.  And it's the republic that we dearly love. It's to protect our country. We will not be politically correct when it comes to defending American freedom, and we will be a fighting and winning machine." A stronger more lethal military, Trump said, comes not just from inside the armed forces with training and adherence to standards. It also requires the support of the civilian leadership above it.    "Together, we're reawakening the warrior spirit, and this is a spirit that won and built this nation: from the cavalry that tamed the Great Plains to the ferocious, unyielding power of Patton, Bradley and the great Gen. Douglas MacArthur," Trump said. "In this effort, we're a team. And so, my message to you is very simple: I am with you, I support you, and as president, I have your backs 100%. You'll never see me even waver a little bit."   "Together over the next few years, we're going to make our military stronger, tougher, faster, fiercer and more powerful than it has ever been before," he continued.  A stronger military doesn't just mean stronger troops, who are trained and who follow standards, Trump said. It also means having a military that has the best equipment with which to carry out both offensive and defensive operations, including an improved nuclear deterrent, better aircraft and more surface warfare ships and submarines.  "We're investing tens of billions of dollars in modernizing our nuclear deterrence capabilities like never before," the president said. "And we've begun construction on what we call the 'Golden Dome' missile defense shield. It'll be the most sophisticated in the world." For the Navy, he said, more ships are on the way.  "Under my budget, we will be expanding the U.S. Navy by at least 19 ships next year, including submarines, destroyers, assault ships and more," Trump told the officers.   "History has shown that military supremacy has never been simply a matter of money or manpower. At the end of the day it is the culture, the spirit of our military that truly sets us apart from any other nation," he said. "Our ultimate strength will always come from the fierce people, those brilliant people with such pride and the unbending will and the traditions of excellence that have made us the most unstoppable force ever to walk the face of the earth, and that's what we are."  It was just over three weeks ago that the Defense Department became the War Department, a change in name the president said is more than cosmetic. Instead, he said, the return to an older name harkens back to a time when he thought the department did a lot more of the thing it should be best at: winning wars.  "We won the first world war; we won the second world war — we won everything in between and everything before that. We only won," Trump said.  Now the department name from that era is back.  "In the coming months, we'll be making even more historic announcements to fully embrace the identity of the Department of War," Trump said. "I love the name. I think it's so great. I think it stops wars. The Department of War is going to stop wars."
