AIR FORCE

The Boeing Co. Defense, Tukwila, Washington, has been awarded a $2,335,411,756 option exercise modification (P00045) to a previously awarded contract FA8730-23-C-0025 for E-7A Rapid Prototype Airborne Mission Segment. The modification brings the total cumulative face value of the contract to $4,907,391,116 from $4,907,391,116. Work will be performed at Seattle, Washington (primary); Oklahoma City, Oklahoma; Huntsville, Alabama; and Heath, Ohio, and is expected to be completed by August 10, 2032. Fiscal 2026 research, development, test and evaluation funds in the amount of $31,000,000 are being obligated at time of award. The Air Force Lifecycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

University of Dayton Research Institute, Dayton, Ohio, was awarded a ceiling $850,000,000 indefinite-delivery/indefinite-quantity contract for rapid operational capabilities and manufacturing for optimized readiness. This contract provides for the Rapid Sustainment Office to maintain current and essential capabilities provided in critical areas of engineering, research, and development, as well as the capabilities, including laboratories, necessary to identify, integrate, scale, and transition the Rapid Sustainment Office's innovative technologies. Work will be performed at Dayton, Ohio, and is expected to be completed by March 15, 2033. This contract was a sole source acquisition. Fiscal 2025 reconciliation funds in the amount of $15,364,000, Fiscal 2026 operations and maintenance funds in the amount of $26,402,743, and Fiscal 2026 other procurement funds in the amount of $4,713,560 are being obligated at the time of award. The Rapid Sustainment Office, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8684-26-D-B001).

The Boeing Co. Defense, Tukwila, Washington, has been awarded a $99,275,085 modification (P00042) to a previously awarded contract FA8730-23-C-0025 for E-7A Diminishing Manufacturing Sources Multi-Role Electronically Scanned Array. The modification brings the total cumulative face value of the contract to $5,006,666,201 from $4,907,391,116. Work will be performed at Seattle, Washington (Primary); Oklahoma City, Oklahoma; Huntsville, Alabama; and Heath, Ohio, and is expected to be completed by August 10, 2032. Fiscal 2026 research, development, test and evaluation in the amount of $4,000,000 are being obligated at time of award. The Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts is the contracting activity.

Reliance Test & Technology, Crestview, Florida, has been awarded a $54,422,888 modification (P00263) to previously awarded contract FA2486-16-C-0002 for Eglin operations & maintenance. The modification brings the total cumulative face value of the contract to $1,468,358,666 from $1,413,935,778. Work will be performed at Eglin Air Force Base, Florida, and is expected to be completed Sept. 30, 2026. Fiscal 2026 research, development, test and evaluation funds in the amount of $9,300,000; and fiscal 2026 operations and maintenance funds in the amount of $357,588 are being obligated at the time of award. The Air Force Test Center, Eglin AFB, Florida, is the contracting activity.  

Akima Intra-Data LLC, Colorado Springs, Colorado, has been awarded a $29,714,017, firm-fixed-price modification (P00072) to a previously awarded contract FA3002-23-C-0007 for base operations support services at Keesler Air Force Base, Mississippi. The modification brings the total cumulative face value of the contract to $116,154,661 from $86,440,644. Work will be performed at Keesler AFB, Mississippi, and is expected to be completed March 31, 2027. Fiscal 2026 operations and maintenance funds in the amount of $27,009,017 are being obligated at the time of award. The 81st Contracting Squadron, Keesler AFB, Mississippi, is the contracting activity.

MISSILE DEFENSE AGENCY

Raytheon, Tucson, Arizona is being awarded a noncompetitive fixed-price-incentive-fee modification (HQ0851-24-C-0001), definitizing two previously announced undefinitized contract actions (P00008 and P00014) for Standard Missile (SM-3) Block IB production.  The value of this contract modification is $266,912,456, increasing the previously announced value of $1,099,000,000 to a total value of $1,365,912,456. The total definitized value of this award increases the total existing contract value from $1,948,713,505 by $1,365,912,456 to $3,314,625,961. Under this modification, the contractor will procure and deliver an additional quantity of 23 SM-3 Block IB All-Up Rounds (AURs) for a total of 78 SM-3 Block IB AURs. This contract includes one-time costs to restart the SM-3 IB production line. The work will be performed in Tucson, Arizona; and Huntsville, Alabama, with an expected completion date of May 2030. Fiscal 2024 and 2025 procurement funds are being used to fully fund this effort upon award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity. 

ARMY

Amentum Services Inc., Chantilly, Virginia (W912UM-26-D-A001); IDS International LLC, Arlington, Virginia (W912UM-26-D-A002); and Singularity Security Group LLC,* McLean, Virginia (W912UM-26-D-A004), will compete for each order of the $200,000,000 firm-fixed-price contract for security-related engineering, surveillance, inspection, analysis, development, acquisition, installation, testing, training, operations, maintenance, and management in support of physical and construction security monitoring for new construction or renovation of U.S.-only secure facilities in the Republic of Korea. This total cumulative face value is $200,000,000. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of March 11, 2033. The U.S. Army Corps of Engineers, Far East District, is the contracting activity. Technomics Inc.,* Arlington, Virginia, was awarded a firm-fixed-price contract for non-personal, project-based cost analysis support services, including cost, economic, and technical analyses for combat weapon systems, support systems, information management systems, and related acquisition and financial management reporting. The amount of this action is $83,255,557. Bids were solicited via the internet with ten received. Work locations and funding will be determined with each order, with an estimated completion date of May 10, 2031. The Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W912CH-26-D-0017). (Awarded March 11, 2026)

Woolpert Inc, Beavercreek, Ohio, was awarded a $49,900,000 firm-fixed-price contract for worldwide operations, maintenance, and technical support for the Joint Airborne Lidar Bathymetry Technical Center of Expertise. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of March 10, 2028. Koontz Electric Co. Inc., Morrilton, Arkansas, was awarded a $45,430,332 firm-fixed-price contract for construction of a new Soo Locks electrical duct bank, including new duct bank, manholes, feeders, and a natural gas-fueled back-up generator system at the Sault Ste. Marie, Michigan, project office. Bids were solicited via the internet with one received. Work will be performed in Sault Ste. Marie, Michigan, with an estimated completion date of Jan. 9, 2029. Fiscal 2026 construction, Corps of Engineers, civil funds in the amount of $45,430,332 were obligated at the time of the award. The U.S. Army Corps of Engineers, Detroit District, is the contracting activity (W911XK-26-C-A009).

FM McCarthy LLC,* Chicago, Illinois, was awarded a $35,554,433 firm-fixed-price contract for design-bid-build construction to replace deteriorating taxiway and apron pavements at Scott Air Force Base, Illinois. Bids were solicited via the internet with seven received. Work will be performed at Scott Air Force Base, Illinois, with an estimated completion date of May 10, 2028. Fiscal 2026 military construction, Army funds in the amount of $35,554,433 were obligated at the time of the award. The U.S. Army Corps of Engineers, Louisville District, is the contracting activity (W912QR-26-C-A018).

Mountain Horse LLC,* Colorado Springs, Colorado, was awarded a firm-fixed-price contract for the manufacture and delivery of gasket-sealed metal containers used as outer packs for 60mm, 81mm, and 120mm mortar cartridges. The amount of this action is $31,710,221. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of March 10, 2031. The Johns Hopkins University Applied Physics Laboratory LLC, Laurel, Maryland, was awarded a cost-plus-fixed-fee contract for participation as a University Affiliated Research Center in support of the Complex Advanced Teaming Operations program for the Aviation and Missile Command. The amount of this action is $25,000,000. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of March 12, 2031. TAI Holdings Inc.,* Pensacola, Florida, was awarded a firm-fixed-price contract for construction of a 100-foot-long, 2,400-horsepower, triple screw towboat for use by the U.S. Army Corps of Engineers St. Paul District Maintenance and Repair section to move barges and floating plants. The amount of this action is $13,742,900. Bids were solicited via the internet with five received. Work will be performed in Bayou La Batre, Alabama, with an estimated completion date of Nov. 10, 2026. Fiscal 2026 operations and maintenance, Corps of Engineers, civil funds in the amount of $13,742,900 were obligated at the time of the award. NAVY

Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, was awarded an $112,833,315 cost-plus-fixed-fee modification to previously awarded contract (N00024-24-C-2115) for Naval Nuclear Propulsion Components. Work will be performed in Monroeville, Pennsylvania and is expected to be completed by September 2034. Fiscal 2026 shipbuilding and conversion (Navy) funds in the amount of $112,833,315 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. The modification was executed on March 5. 2026.

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $111,500,000 firm-fixed-price order (N0001926F0203) against a previously issued basic ordering agreement (N0001924G0010). This order procures F-35 Drag Chute System in support of Lot 18-19 aircraft delivery in support of Non-U.S. DOW Participants and Foreign Military Sales (FMS) customer's operational aircraft. Work will be performed in Fort Worth, Texas, and is expected to be completed in October 2030. FMS funds in the amount of $100,091,464; and cooperative program partners funds in the amount of $11,408,536, will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Boeing Co., St. Louis, Missouri, is awarded a $38,899,972 firm-fixed-price order (N0001926F0220) against a previously issued basic ordering agreement (N0001921G0006). This order is for the procurement of 44 advanced capabilities mission computer units, to include 26 spares for the Naval Supply Systems Command and 18 laboratory assets for the Navy. Work will be performed in Bloomington, Minnesota (68%); St. Louis Missouri (22%); and Linthicum Heights, Maryland (10%), and is expected to be completed in June 2029. Fiscal 2026 aircraft procurement (Navy) funds in the amount of $168,400; fiscal 2026 aircraft procurement (Navy) funds in the amount of $15,844,734 and fiscal 2026 working capital (Navy) funds in the amount of $22,886,838, will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Gibbs & Cox Inc., Arlington, Virginia, is awarded a $30,699,293 cost-plus-award-fee and cost-plus-fixed-fee modification to a previously awarded contract (N00024-22-C-2313) to exercise options for surface combatant ship design and engineering efforts for the U.S. Navy's future surface combatant force, as well as other emerging ship concepts, and feasibility studies as part of supporting the broader Navy fleet. Work will be performed in Washington, D.C. (60%); Arlington, Virginia (35%); and Philadelphia, Pennsylvania (5%), and is expected to be completed by February 2027. Fiscal year 2025 research, development, test and evaluation (Navy) funds in the amount of $3,852,465 will be obligated at time of award and will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity.

The Boeing Co., St. Louis, Missouri, is awarded a $14,446,239 firm-fixed-price order (N0001926F0216) against a previously issued basic ordering agreement (N0001921G0006). This order provides for the procurement of 522 A Kits necessary for the implementation of the Growler capability modification. Work will be performed in Mesa, Arizona (95%); St. Louis, Missouri (3%); and San Antonio, Texas (2%), and is expected to be completed in November 2027. Fiscal 2024 aircraft procurement (Navy) funds in the amount of $3,337,284 and fiscal 2025 aircraft procurement (Navy) funds in the amount of $11,108,955 will be obligated at the time of award, $3,337,284 of which will expire at the end of the current fiscal year. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lynntech Inc.,* College Station, Texas, is awarded a $9,999,992 firm-fixed-price order (N6833526F1004) against a previously issued basic ordering agreement (N6833525G0017). This is a Small Business Innovation Research Phase III effort, Topic N132-093 entitled "Mask-on Hypoxia Training Device" that will procure, deliver, and support 35 hypoxia and dynamic breathing threat training systems comprised of flight breathing awareness trainers and simulation-based aviation flight stations. Work will be performed in College Station, Texas (89%), Jacksonville, Florida (1%); Cherry Point, North Carolina (1%); Whidbey Island, Washington (1%); Norfolk, Virginia (1%); Pensacola, Florida (1%); Lemoore, California (1%); Patuxent River, Maryland (1%); Miramar, California (1%); and various within the continental U.S. (3%), and is expected to be completed in March 2029. Fiscal 2026 procurement (Defense Wide) funds in the amount of $9,999,992 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was competed, and one offer was received. Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey,ac is the contracting activity. 

DEFENSE LOGISTICS AGENCY

David Clark Co., Worcester, Massachusetts, has been awarded a maximum $20,749,938 firm-fixed-price, indefinite-delivery/indefinite-quantity, long-term contract for microphone headsets. This was a sole-source acquisition using justification 10 U.S. Code 3204 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year base contract with two one-year option periods. The performance completion date is March 11, 2029. Using military service is Navy. Type of appropriation is fiscal 2026 through 2029 defense working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Columbus, Ohio (SPE7MX-26-D-0022).

American States Utility Services Inc., San Dimas, California, has been awarded an estimated $17,199,774 modification (P00042) to a 50 year contract (SP0600 23 C 8356) with no option periods for additional wastewater collection systems utility services at Naval Air Station Patuxent River, Maryland. This is a fixed-price with economic-price-adjustment contract. The performance completion date is March 31, 2074. Using military service is Navy. Type of appropriation is fiscal 2024 through 2074 Navy operations and maintenance funds. The contracting activity is Defense Logistics Agency Energy, Fort Belvoir, Virginia.

UPDATE: American Material Handling Inc.,* Watkinsville, Georgia (SPE8EC-26-D-0012, $755,000,000), has been added as an awardee to the multiple award contract for construction equipment, issued against solicitation SPE8EC-21-R-0004 and awarded Nov. 3, 2022. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
