This contract includes international long-range and short-range charter airlift services under the International Charter Airlift Services in Support of the Civil Reserve Air Fleet contract. The location of performance is global. The period of performance is from Oct. 1, 2024, to Sept. 30, 2026. Fiscal 2025 working capital funds (Transportation) will be obligated. The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

DEFENSE HEALTH AGENCY

Ouraring Inc, was awarded a $96,102,175 firm-fixed-price contract for wellbeing program support services (HT0011-24-C-0033). This contract is to provide the Defense Health Agency (DHA) Wellbeing Office delivery of Ouraring Inc., biometric sensor devices; data analysis including monitoring of physiological stress, recovery, resilience, and wellbeing indicators; individualized biometric data visualization; aggregate wellbeing visualization for the agency; and content delivery of wellness-related insights and training. The contractor shall deliver workforce wellbeing services including high-performance medicine, mindfulness training, leadership coaching, protective factors, and peer-to-peer support training. The contractor shall provide its wellbeing services at military medical treatment facilities (130 subordinate entities) for delivery to the entire DHA workforce. This contract was awarded on a sole-source basis utilizing fiscal 2024 operations and maintenance funds, obligated at the time of award. The contract has a period of performance beginning on Sept. 30, 2024, for a period of 12 months. The place of performance includes multiple military medical treatment facilities. The DHA, Professional Services Contracting Division, Falls Church, Virginia, is the contracting activity.  

Deloitte Consulting LLP, Arlington, Virginia, is awarded a $35,898,855 one year, firm-fixed-price bridge contract (HT001124C0031) to continue providing various business and technical functions necessary for sustaining all product and project lines by performing a variety of functions, such as configuration management, information assurance, requirements management, contracting and financial services, testing and evaluation services, training support, deployment activities and other business, technical and administrative functions in support of the Defense Health Agency (DHA) Program Executive Office Medical Systems/Chief Information Officer. Work will be primarily performed in San Antonio, Texas, along with locations in Fort Detrick, Maryland; and Falls Church, Virginia. Fiscal 2024 and 2025 research, development, test and evaluation funds in the amount of $153,865 are being obligated; and fiscal 2025 operation and maintenance funds in the amount of $11,537,554, are subject to the availability of funds for fiscal 2025. The contract was not competitively procured and was prepared under 10 U.S. Code 3204(a)(1) and regulatory authority, as implemented by Federal Acquisition Regulation 6.302-1 Only One Responsible Source. The period of performance is Oct. 1, 2024, through Sept. 30, 2025. The DHA, Professional Services Contracting Division, Falls Church, Virginia, is the contracting activity. (Awarded Sept. 30, 2024.)

NAVY

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, was awarded a $52,729,384 fixed-price-award-fee, cost-plus-award-fee, cost-plus-incentive-fee, and cost-plus-fixed-fee type modification to a previously-awarded contract (N00024-23-C-5117) to exercise option items supporting systems engineering and software integration for the Integrated Combat System across the Surface Force portfolio of the Navy and Coast Guard. Work will be performed in Moorestown, New Jersey (41%); Columbia, Maryland (30%); Norfolk, Virginia (7%); Middletown, Rhode Island (6%); College Park, Maryland (5%); Mount Laurel, New Jersey (4%); Huntsville, Alabama (3%); Wallops Island, Virginia (1%), Arlington, Virginia (1%), San Diego, California (1%), and Herndon, Virginia (1%), and is expected to be completed by September 2025. Fiscal 2024 research, development, test and evaluation (Navy) funds in the amount of $13,349,210 (94%); and fiscal 2024 procurement (Navy) funds in the amount of $884,844 (6%), will be obligated at time of award and will not expire at the end of the current fiscal year. Systems Application and Technologies Inc.,* Upper Marlboro, Maryland, is awarded a $33,202,424 modification (P00012) to a cost-plus-fixed-fee, cost contract (N6893624C0006). This modification exercises an option for continued operational and intermediate level maintenance for aerial assets (to include subsonic and supersonic aerial targets) and seaborne assets (to include a combination of target and training support vessels, as well as vessels used for manned and unmanned training and test events for the Navy). Work will be performed in Port Hueneme, California (57%); Point Mugu, California (35%); Ridgecrest, California (2%); Las Cruces, New Mexico (2%); Salt Lake City, Utah (1%); Lompoc, California (1%); and various locations outside of the continental U.S. (2%), and expected to be completed in Sept 2025. Working capital funds (Navy) in the amount of $ 3,234,080; fiscal 2024 other procurement (Navy) funds in the amount of $150,000; and fiscal 2024 weapons procurement (Navy) funds in the amount of $80,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Warfare Center Weapons Division, Point Mugu, California, is the contracting activity. 

Epsilon Systems Solutions Inc.,* San Diego, California, was awarded a $24,022,224 cost-plus-fixed fee modification to previously awarded contract (N55236-20-C-0003) to exercise options for the accomplishment of a full range of technical and repair support services for the product family divisions. Work will be performed in San Diego, California, and is expected to be completed by Sept. 29, 2025. Fiscal 2024 operations and maintenance funding in the amount of $8,007,374 will be obligated at the time of award and will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity. (Awarded Sept. 27, 2024)

L3 Technologies Inc., Camden, New Jersey, is awarded a firm-fixed-price and cost-plus-fixed-fee contract modification in the amount of $22,492,385 to awarded contract N66001-24-C-0018 for procurement, assembly, and configuration of network equipment, components, and spares. Work will be performed in Camden, New Jersey (90%); Salt Lake City, Utah (5%); and Germantown, Maryland (5%). Work is expected to be completed in February 2026. Funds from Naval Information Warfare Systems Command other procurement, Navy in the amount of $22,492,385 will be obligated at the time of award. No funds will expire at the end of the current fiscal year. This contract was awarded as a sole-source acquisition under the statutory authority of 10 U.S. Code 3204(a)(1), as prescribed by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Naval Information Warfare Center Pacific, San Diego, California, is the contracting activity.

Ridgecrest Regional Hospital, Ridgecrest, California, is awarded a $14,581,877 firm-fixed-price indefinite-delivery/indefinite-quantity contract to provide medical service coverage, on a standby status, 24 hours per day, 7 days per week. Appropriate medical services will be available in order to address any medical emergency, as well as non-emergency services, when needed as the Naval Air Warfare Center Weapons Division (NAWCWD) performs its mission to conduct full spectrum research, development, test and evaluation activities aboard the base located at China Lake, California. Work will be performed in Ridgecrest, California, and is expected to be completed in September 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. NAWCWD, China Lake, California, is the contracting activity. (Awarded Sept. 28, 2024)

Qayaq Government Solutions LLC, Anchorage, Alaska, is awarded a $7,690,500 modification to a previously awarded contract (N0017824C2201) for demolition, construction, and renovation services to accommodate interior and exterior renovations to Building B997 that support conversion of the building to an Operations and Command Center for Naval Surface Warfare Center Dahlgren Division. Work will be performed in Dahlgren, Virginia, and is expected to be completed by September 2025. Fiscal 2024 capital improvement funds in the amount of $7,690,500 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia, is the contracting activity (N0017824C2201).

AIR FORCE

Lockheed Martin Aeronautics Corp., Fort Worth, Texas, was awarded a not-to-exceed $28,350,000 undefinitized contract action for F-16 System Program Office Foreign Military Sales (FMS) support. This contract provides for integration of the advanced integrated defensive electronic warfare suite for FMS F-16 aircraft. Work will be performed at Fort Worth, Texas, and is expected to be completed by Dec. 30, 2029.  This contract involves foreign military sales. This contract was a sole source acquisition. FMS funds in the amount of $1,034,841 are being obligated at the time of award. The Air Force Lifecycle Management Center, F-16 FMS Contracting, Hill Air Force Base, Utah, is the contracting activity (FA8232-24-F-0256).

Rolls-Royce Corp., Indianapolis, Indiana, has been awarded a $16,403,248 firm-fixed-price modification (P00008) to a previously awarded contract (FA8107-21-D-0001) for extending the engine critical design review by nine months. Work will be performed in Indianapolis, Indiana, and is expected to be completed by Nov. 1, 2027. No funds are being obligated at time of award. The Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

Space Coast Intelligent Solutions, Melbourne, Florida, was awarded a $15,503,535 ceiling firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for nuclear data evaluation services. This contract provides maintenance and improvement of a software suite and hardware systems developed to manage sample logistics and analytical information of nuclear laboratory materials. Work will be performed at Patrick Space Force Base, Florida, and is expected to be completed by Sept. 30, 2029. This contract was a competitive acquisition, and four offers were received. Fiscal 2025 operation and maintenance funds in the amount of $1,453,178 are being obligated at the time of award. The Air Combat Command Acquisition Management and Integration Center, Patrick Space Force Base, Florida, is the contracting activity (FA7022-25-D-0003).

Conexus Inc., Salt Lake City, Utah, was awarded a $10,686,640 firm-fixed-price contract for the Patient Management Items-Asset Tracking System. This contract provides for a patient movement system to track and coordinate care from the point of injury through successive roles of care.  Work will be performed in Salt Lake City, Utah, and is expected to be completed by Sept. 29, 2029. This contract was a sole source acquisition. Fiscal 2024 operation and maintenance funds in the amount of $2,452,690 are being obligated at time of award. The 763rd Enterprise Sourcing Squadron, Scott Air Force Base, Illinois, is the contracting activity (FA4452-24-F-0059).

DEFENSE LOGISTICS AGENCY

UnWrapped Inc.,* Lowell, Massachusetts, has been awarded a maximum $17,226,531 fixed-price, indefinite-delivery/indefinite-quantity contract for black and heritage brown unisex dress gloves. This was a competitive acquisition with seven responses received. This is a one-year contract with no option periods. The ordering period end date is Sept. 30, 2029. Using customers are Army, Navy, Air Force, and Coast Guard. Type of appropriation is fiscal 2025 through 2029 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-25-D-0003).

MISSILE DEFENSE AGENCY

CORRECTION: The Sept. 30, 2024, announcement of a contract modification to Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, to provide additional scope on their existing contract for Aegis BMD Weapon Systems (HQ027619C0001), was initially posted with the wrong funding amount. That announcement has been updated to include the correct funding amount of $25,562,574, increasing the value of the contract from $321,618,351 to $347,180,924.
