NAVY

The Boeing Co., St. Louis, Missouri, is awarded an $880,000,000 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract that provides for the procurement, modernization, and sustainment of P-8A Poseidon aircrew and maintenance training systems, including the development, integration, testing, delivery, and installation of new training devices and upgrades to existing trainers, as well as associated hardware, software, spares, and support services, in support of Navy fleet readiness and evolving aircraft configurations, mission systems, and training requirements. Work will be performed in St. Louis, Missouri (80%); Jacksonville, Florida (8%); Oak Harbor, Washington (2%); Edinburgh, South Australia (2%), Lossiemouth IV31 6SD, United Kingdom (1%); Ohakea, New Zealand (1%); Gyeonsangnam-Do, South Korea (1%), Wurster Nordseeküste, Germany (1%); Greenwood, Nova Scotia, Canada (1%); Comox, British Columbia, Canada (1%); Singapore (1%); and Trondheim, Norway (1%), and is expected to be completed by June 2031. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competed. Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N6134026D1006).

Huntington Ingalls Industries Mission Technologies Corp., McLean, Virginia, was awarded a $417,692,575 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide U.S. navy aircraft carrier and amphibious ships elevator support unit maintenance and repair. Work will be performed inside and outside the continental U.S.; and forward deployed locations, and is expected to be completed by June 2031. No funds will be obligated at the time of award and will be obligated on individual orders as they are issued. This contract was competitively procured with one offer received. Naval Sea Systems Command, Washington D.C., is the contracting activity (N00024-26-D-4103). (Awarded June 15, 2026).

Jacobs Government Services Co.,* Arlington, Virginia, is awarded a $249,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity contract (N40080-26-D-1501) for architectural-engineering services for projects in the Naval Facilities Engineering Systems Command (NAVFAC) Washington area of operations. Work will be performed at various locations including Virginia (40%); Washington, D.C. (20%); and Maryland (40%), and is expected to be completed by June 2031. The maximum dollar value, including the base period and one option period, is $249,000,000. Fiscal 2026 operations and maintenance (Navy) funding in the amount of $5,000 is obligated at time of award for minimum guarantee and will expire at the end of the current fiscal year. This contract was competitively procured via SAM.gov website, with 10 offers received. NAVFAC Washington, Washington Navy Yard, Washington, D.C., is the contracting activity.

Wiley|Wilson, Burns, & McDonnell JV, Alexandria, Virginia, is awarded a $249,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N40080-26-D-1502) for architectural-engineering services for projects in the Naval Facilities Engineering Systems Command (NAVFAC) Washington area of operations. Vantage Systems, Inc.,* Lanham, Maryland, is being awarded a $9,235,416 cost-plus-fixed-fee contract for spacecraft engineering, software, research, and development services. This contract includes options which, if exercised, would bring the cumulative value of this contract to $48,034,119. Work will be performed at the U.S. Naval Research Laboratory in Washington, D.C., and is expected to be completed by June 2027. Fiscal 2026 working capital funds (Navy) in the amount of $100,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured with two offers received via Contract Opportunities on Sam.Gov. The U.S. Naval Research Laboratory, Washington, D.C., is the contracting activity (N0017326C2427).

DEFENSE LOGISTICS AGENCY

The Boeing Co., St. Louis, Missouri, has been awarded an estimated $55,424,101 modification (P00038) exercising the three-year option period of a three-year base contract (SPRPA1-23-D-9003) with one three-year option period for P-8A commercial common consumables market baskets. A delivery order for the first period of performance (SPRPA1-26-F-0016) for an estimated $18,474,700 was also executed at the time of award. This is a firm fixed-price performance-based contract. Locations of performance are St. Louis, Missouri; and Seattle, Washington, with a June 30, 2029, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2026 through 2029 defense working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Philadelphia, Pennsylvania.

ARMY

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $43,500,000 modification (P00006) to contract W56HZV-24-F-0149 in support of Abrams M1A2 System Enhancement Package Version Three tank production. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 31, 2028. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

Messer Construction Co., Cincinnati, Ohio, was awarded a $40,889,000 firm-fixed-price contract for construction of a district cooling plant. Bids were solicited via the internet with one received. Work will be performed in Wright-Patterson Air Force Base, Ohio, with an estimated completion date of Dec. 4, 2028. Fiscal 2026 military construction, defense-wide funds in the amount of $40,889,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-26-C-A023).

BHATE-Bay West JV LLC,* Birmingham, Alabama, was awarded a $40,000,000 firm-fixed-price contract for optimized remediation. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of June 17, 2033. U.S. Army Corps of Engineers, Savannah, Georgia, is the contracting activity (W912HN-26-D-A014).

AIR FORCE

Professional Contract Services Inc., Austin, Texas, has been awarded a maximum $21,865,729 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for materiel management operations. This contract provides for facility support services for the 412th Test Wing Logistics Readiness Squadron. Work will be performed at Edwards Air Force Base, California, and is expected to be completed by June 30, 2031. This contract was a competitive acquisition and two offers were received. Fiscal 2026 operations and maintenance funds in the amount of $357,801 are being obligated at time of award. The Air Force Test Center Directorate of Contracting, Edwards AFB, California, is the contracting activity (FA9301-26-D-0009).
