Bids were solicited via the internet with 22 received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 14, 2031. U.S. Army Corps of Engineers, Japan District, is the contracting activity.

Curtin Maritime Corp., Long Beach, California, was awarded a $33,493,525 firm-fixed-price contract for Baltimore Harbor and channels maintenance dredging. Bids were solicited via the internet with three received. Work will be performed in Baltimore, Maryland, with an estimated completion date of March 31, 2025. Fiscal 2017, 2018, 2019, 2020, 2021, 2023, 2024 and 2025 civil operation and maintenance funds; and 2017, 2018, 2019, 2020, 2021, 2024 and 2025 civil construction funds in the amount of $33,493,525 were obligated at the time of the award. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-25-C-0002).

Tejas Premier Building Contractor Inc.,* San Antonio, Texas, was awarded a $16,104,807 firm-fixed-price contract to construct a mission training center. Bids were solicited via the internet with eight received. Work will be performed at Lackland Air Force Base, Texas, with an estimated completion date of April 8, 2026. Fiscal 2021 military construction, defense-wide funds in the amount of $16,104,807 were obligated at the time of the award. U.S. Property and Fiscal Office, Texas, is the contracting activity (W50S78-25-C-0001).

DEFENSE LOGISTICS AGENCY

Atlantic Diving Supply Inc.,* Virginia Beach, Virginia (SPE8E3-25-D-0001); Noble Supply & Logistics,* Boston, Massachusetts (SPE8E3-25-D-0002); and SupplyCore LLC,* Rockford, Illinois (SPE8E3-25-D-0003), are sharing a maximum $100,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract under solicitation SPE8E3-23-R-0001 for commercial maintenance, repair and operations products. This was a competitive acquisition with 15 responses received. These are three-year base contracts with two one-year option periods. Locations of performance are Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, the United Arab Emirates, Yemen, Afghanistan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan, with an Oct. 14, 2027, ordering period end date. Using military services are Army, Navy, Air Force, and Marine Corps. Type of appropriation is fiscal 2025 through 2028 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

NAVY

Textron Systems, Hunt Valley, Maryland, is awarded an $18,003,985 firm-fixed-price, cost-plus-fixed-fee and cost delivery order for production of the Mine Sweep Payload Delivery System production and engineering support. This delivery order includes options which, if exercised, would bring the cumulative value of this delivery order to $106,151,605. Work will be performed in Cockeysville, Maryland (57%); Naples, Florida (16%); Houston, Texas (8%); Salt Lake City, Utah (8%); Yaphank, New York (6%); and Beltsville, Maryland (5%), and is expected to be completed by October 2025. If all options are exercised, work will continue through October 2029. Fiscal 2024 other procurement (Navy) funds in the amount of $12,698,834 will be obligated at time of award, of which none will expire at the end of the current fiscal year. This delivery order was competitively procured via the Unmanned Surface Vehicle Family of Systems Multiple Award Contract, with one offer received in response to this solicitation. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-25-F-6300).

Austin Praises Close Ties Between U.S., Denmark in Meeting With Counterpart

Secretary of Defense Lloyd J. Austin III praised the longstanding defense ties between the United States and Denmark today during a meeting with Danish Defense Minister Troels Lund Poulsen at the Pentagon.  

The secretary noted Denmark's contributions to shared national security interests, including its continued support for Pituffik Space Base in Greenland, DOD's northernmost installation operated by the Space Force's 821st Space Base Group.

 

Austin also praised Denmark's leadership among allies to ensure Ukraine remains postured to deter Russian aggression. 

"Denmark may be a small country, but it's one of the top financial donors to Ukraine as a percentage of ," Austin said. "Denmark has also led the way in finding innovative solutions to meet Ukraine's operational requirements, and you have stepped up as a co-leader of the Air Force Capability Coalition of the Ukraine Defense Contact Group alongside my country and the Netherlands." 

Denmark's efforts include providing Ukraine with F-16 Fighting Falcon's and training Ukrainian pilots on the advanced aircraft.  

The two leaders met today after the U.S. and Denmark signed a Defense Cooperation Agreement last year that set forth a framework for enhanced defense cooperation, building upon the close ties between the two countries.  

Austin reaffirmed the United States' commitment to building upon that momentum and further deepening the U.S.-Denmark bilateral defense ties.  

"Our countries both believe that our democratic values and our close defense cooperation are vital for peace, prosperity and security in the North Atlantic," Austin said. "So, I appreciate Denmark's increasing role in regional defense, and I applaud Denmark's commitment to meet the pledge that all NATO members took to invest at least 2% of your GDP in defense this year." 

Poulsen echoed Austin's praise for the close U.S.-Denmark partnership and pledged to continue building upon that partnership and strengthening European security.

Medical Leaders Provide Update on DOD's Health Care Focus

All service members and their families deserve quality care, better access to treatment centers, health care providers and mental and physical well-being, said Army Lt. Gen. Telita Crosland, director of the Defense Health Agency.

 

Crosland spoke on the panel "Transforming Combat Ready Care" today at the Association of the United States Army's annual meeting and exposition in Washington. 

A secure video system for providers to meet virtually with their patients is being piloted and rolled out, she said. 

When Fort Moore, Georgia, was devastated by Hurricane Helene, the medical providers conducted about 600 virtual appointments, as travel to medical treatment facilities was often precarious, Crosland said. 

Simplifying the hiring process to employ quality medical providers is a priority. Her team is looking at eliminating processes and policies that slow the hiring process and make it more complicated.  

It will take a multifaceted approach to achieve this, she said. For example, making better use of technology like taking fingerprints from home instead of having the applicant travel to a processing location and centralizing processes to reduce a lot of variation between locations. 

"A lot is on us. I'm not a fan of the bureaucratic process," she said. 

There's also future potential for wearing health monitoring devices that can feed useful data to providers and improve wellness. But doing that requires a thoughtful and deliberate approach, Crosland said.

 

Army Lt. Gen. Mary K. Izaguirre, surgeon general and commander of the Army Medical Command, who also spoke on the panel, said her top priority is ensuring troops and medical providers, such as combat medics, are ready for the rigors of warfare. 

Sustainment health is also important — ensuring that troops and their families stay healthy, she said, means verifying that soldiers and families have access to health and wellness centers on installations. 

"I'm a big believer in prevention," Izaguirre said, noting that after medical school, she wasn't in great shape and credited the Army for helping her to achieve her fitness and health goals. 

The Army is also focused on retaining its health care workforce, she said. Part of that is investing time and money in quality training and the other part is having a culture where people want to be because they feel supported and valued and can operate at the top of their game, she said.
