NAVY

ACTS-MELTECH JV3,* Virginia Beach, Virginia (N40080-26-D-2001); Capital Brand Group,* Beltsville, Maryland (N40080-26-D-2002); DWS HUANG-GAGHAN JV,* Alexandria, Virginia (N40080-26-D-2003); Encon Desbuild JV,* Hyattsville, Maryland (N40080-26-D-2004); and Plenary Enterprises,* Washington, D.C. (N40080-26-D-2005), are awarded a $249,000,000 indefinite-delivery/indefinite-quantity multiple award construction contract for mechanical services. Work to be performed includes construction, repair, alteration and related demolition of mechanical projects. Work will be performed primarily in Virginia (50%), Maryland (40%), and Washington, D.C. (10%) with an expected completion of May 2034. Fiscal 2026 operations and maintenance, (Navy) funds in the amount of $5,000 will be obligated to each awardee at time of award to satisfy the minimum guarantee and will expire at the end of the current fiscal year. Future task orders will be primarily funded by operations and maintenance, (Navy) and military construction funding. There is no seed task order. This contract was competitively procured via the SAM.gov website with 12 proposals received. The Naval Facilities Engineering Systems Command, Washington, D.C., is the contracting activity.

D Square Construction LLC, Tucson, Arizona (N6247822D4000); Dawson Technical Inc., Irvine, California (N6247822D4001); Environet Inc., Kamuela, Hawaii (N6247822D4002); Glen/Mar-Hensel Phelps JV, Clackamas, Oregon (N6247822D4003); Insight Pacific LLC, Brea, California (N6247822D4004); and Su-Mo Builders Inc., Honolulu, Hawaii (N6247822D4005), are awarded a $193,000,000 modification to previously-awarded contracts for new construction, repair, alteration, and related demolition of existing infrastructure. This award brings the cumulative face value of the contracts to $692,000,000. Work will be performed within the Naval Facilities Engineering Systems Command (NAVFAC) Hawaii area of operations and is expected to be completed by November 2026. No funds will be obligated at time of award. Task orders will be funded by operations and maintenance (Navy) and military construction defense agency contract funds. Funds will be obligated on individual task orders as they are issued. NAVFAC Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.

Innovative Defense Technologies LLC,* Arlington, Virginia, is awarded a cost-plus-fixed-fee completion type contract for a Small Business Innovative Research (SBIR) Phase III effort entitled, “Paladin.” This contract provides for conducting advanced Automated Test and Re-Test (ATRT) SBIR enterprise capabilities and advanced ATRT technology development to assist in the execution of the Navy’s ATRT Commercialization Plan into Programs of Record. This includes applying ATRT technologies to conduct advanced test and evaluation of artificial intelligence (AI) applications from traditional and nontraditional companies prior to adoption into Navy programs. It further includes modifying and advancing ATRT technologies and products by incorporating AI. This may include partnering with AI companies to incorporate their algorithms, data models and applications into the ATRT environment. Work will be performed in Arlington, Virginia, and is expected to be completed in May 2028. If options are exercised, work could continue to May 2031. The total cumulative value of this contract, including a 24-month base period and three 12-month option periods, is $96,269,982. Fiscal 2025 and 2026 research, development, test and evaluation (Navy) funds in the amount of $4,717,964 and $14,000,000, respectively, are obligated at the time of award. Funds in the amount of $4,717,964 will expire at the end of the current fiscal year. This contract was competitively procured under long range broad agency announcement (BAA) (N0001425SB001) entitled “Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology.” Since proposals will be received throughout the year under the Long-Range BAA, the number of proposals received in response to the solicitation is unknown. The Office of Naval Research, Arlington, Virginia, is the contracting activity (N0001426C1127).

Bollinger Shipyards Lockport LLC, Lockport, Louisiana, is awarded a $95,000,000 firm-fixed-price modification to previously awarded contract (N00024-18-C-2207) for additional pre- and post-delivery requirements for the Navajo-class Towing Salvage, and Rescue Ships, including industrial services and shipyard support, claims settlement, and extended warranties. Work will be performed in Houma, Louisiana (12%); and Pascagoula, Mississippi (88%), and is expected to be completed by January 2030. Fiscal 2025 shipbuilding and conversion (Navy) funds in the amount of $95,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract is awarded with funding from the One Big Beautiful Bill Act (Public Law 119-21) and directly supports the national effort to revitalize and rebuild American shipbuilding. Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Core Services Group Inc.,* Virginia Beach, Virginia, was awarded $38,823,638 for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract in support of Operational Test and Evaluation Force providing the Aviation Warfare Division 50 with analytical operational test and evaluation support services. The contract will include a five-year ordering period and a six-month option pursuant to Federal Acquisition Regulation (FAR) 52.217-8 which if exercised will bring the total estimated value of the contract to $42,986,844. Work under the contract will only be performed in response to awarded task orders. The specific places of performance for the test and evaluations are unknown at this time as they will be performed in various locations across the U.S. and overseas locations based on the needs of Aviation Warfare Division 50. The ordering period for the contract is anticipated to begin in May 2026 and continue through May 2031 and if the six-month option period is exercised the ordering period would continue through November 2031. Fiscal 2025 (Navy) research, development, test and evaluation funds in the contract’s minimum amount of $2,500 will be obligated at the time of award and will expire September 2026. Subsequent task orders under the resultant contract will be funded with appropriate fiscal year research, development, test and evaluation funds and the expiration of those funds will depend on the funds used when the orders are issued. This contract was competitively procured through the System for Award Management website (Sam.gov) with the solicitation posted as a service-disabled veteran-owned small business set-aside that provided for the award of a contract pursuant to FAR Part 15 (Contracting by Negotiation) with two offers received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Regional Directorate, Norfolk, Virginia, is the contracting activity (N00189-26-D-W007). (Awarded on May 19, 2026)

AERMOR LLC,* Virginia Beach, Virginia, is being awarded $33,635,343 for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract in support of Operational Test and Evaluation Force providing the Information Warfare Division 60 analytical operational test and evaluation support services. RTX Corp., Pratt and Whitney Military Engines, East Hartford, Connecticut, is awarded a $30,827,207 modification (P00016) to a cost-plus-incentive-fee, fixed-price-incentive fee contract (N0001923C0030). This modification exercises an option for the production of F135 initial global spares engines and initial spare modules to support Lot 18-19 F-35 aircraft production aircraft delivery schedule for the Joint Strike Fighter program for the Air Force, Marine Corps, Navy, F-35 Cooperative Program Partners, and Foreign Military Sales customers. Work will be performed in Cromwell, Connecticut (18.78%); San Diego, California (14.82%); Portland, Oregon (13.09%); Dover, New Jersey (10%); East Hartford, Connecticut (8.45%); Coldwater, Michigan (7.60%); Whitehall, Michigan (6.52%); Red Oak, Texas (5.30%); Minerva, Ohio (3.24%); Wickliffe, Ohio (2.65%); Dayton, Ohio (2.36%); Blue Ash, Ohio (2.11%); and various locations within the continental U.S. (5.08%), and is expected to be completed in May 2031. Fiscal 2026 research, development, test and evaluation (Air Force) funds in the amount of $12,481,304; fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $12,481,304; and F-35 cooperative program partner funds in the amount of $5,864,599, will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Huntington-Ingalls Industries - Ingalls Shipbuilding, Pascagoula, Mississippi, is awarded a $12,475,983 definitized fixed-price incentive modification to previously awarded Unpriced Change Order to contract (N00024-23C-2307) for Arleigh Burke-class guided-missile destroyers 141, 142, 143, 145, 146, 147, and 150, to incorporate Engineering Change Proposal 51-2059R1, Install Hull, Mechanical, and Electrical Condition System. Work for 51-2059R1 will be performed at Ingalls Shipbuilding in Pascagoula, Mississippi, and is expected to be completed by October 2035. Fiscal 2023 ($1,737,421, DDG 141), ($1,741,715, DDG 142), 2024 ($1,763,932, DDG 143), 2025 ($1,787,619, DDG 145), ($1,805,499, DDG 146 ), 2026 ($1,814,455, DDG 147), and 2027 ($1,825,342, DDG 150) shipbuilding and conversion (Navy) funds will be used for a total amount of $12,475,983, which will be obligated at time of award and will not expire at the end of each fiscal year. Honeywell International Inc. of Phoenix, Arizona, was awarded a $248,926,416 firm-fixed-price contract for maintenance and overhaul of the CH-47 Chinook T-55 engine to ensure sustained mission readiness and prevent a gap in maintenance and overhaul supply. Bids were solicited online, with one received. Work locations and funding will be determined with each order, with an estimated completion date of May 19, 2029. R & D Maintenance Services Inc.,* Tulsa, Oklahoma, was awarded a $95,000,000 firm-fixed-price contract for operations and maintenance of government-owned facilities and equipment at the Tennessee-Tombigbee Waterway and Okatibbee Lake Projects in Alabama and Mississippi. Bids were solicited online, with three received. Work locations and funding will be determined with each order, with an estimated completion date of May 31, 2031. U.S. Army Corps of Engineers, Mobile District, is the contracting activity (W91278-26-D-A072).

Avix-BGI JV II LLC,* Yorktown, Virginia, was awarded a $13,179,857 modification (P00012) to contract W9133L-22-C-3007 for Weapons System Simulator Training and Support for domestic and international combat-capable aircrews of the Air Force, the Air National Guard, and authorized Foreign Military Sales customers. The modification brings the total cumulative face value of the contract to $60,574,445. Work will be performed in Lackland, Texas; and Tucson, Arizona, with an estimated completion date of Dec. 2, 2027. Fiscal 2026 operations and maintenance, Air National Guard funds in the amount of $13,179,857 were obligated at the time of the award. National Guard Bureau Directorate of Acquisitions, Arlington, Virginia, is the contracting activity.

AIR FORCE

Northrop Grumman Systems Corp., Buffalo, New York, has been awarded a $49,000,000 indefinite-delivery/indefinite-quantity contract for software support for the Joint Threat Emitter program. This contract provides for software and engineering support, program management, spares, support equipment, and additional support services. Work will be performed in Buffalo, New York; and various Air Force bases, and is expected to be completed by May 19, 2033. This award is the result of a sole-source acquisition. Fiscal 2026 operation and maintenance funds in the amount of $1,676,221 are being obligated at the time of award. The Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8210-26-D-B002).

The John Hopkins University Applied Physics Laboratory LLC, Laurel, Maryland, was awarded a ceiling value $23,993,758 cost plus, fixed-fee task order for enterprise system engineering services under an existing indefinite-delivery/indefinite-quantity contract (FA240125D0003). The Johns Hopkins Applied Physics Laboratory (APL) will work across Space Development Agency (SDA) in the definition, acquisition, and implementation of SDA capabilities. The APL will provide a dedicated team that will report to SDA, its mission partners, and warfighters to ensure that current and emerging SDA capabilities remain aligned with operational requirements and end-to-end mission threads. Work will be performed at Laurel, Maryland, and is expected to be completed by May 7, 2029. This task order was a sole source acquisition. Fiscal 2026 research, development, test, and evaluation funds in the amount of $5,300,000 are being obligated at time of award. The Space Development Agency, Washington, D.C., is the contracting activity (FA240126F0010).

CORRECTION: The contract announced on May 18, 2026, to PlaneWave Instruments Inc., Adrian, Michigan (FA8820-25-D-B001), for $94,160,000 was announced with the wrong award date. The correct award date is May 19, 2026. The contracting agency is Space Force, Space Systems’ Command Directorate of Contracting, Peterson Space Force Base, Colorado.

JIATF 401 Drone Defense Marketplace Broadens Allied Access to Counter-Drone Capabilities

International agreements with key allies are expanding access to counter-unmanned aerial system capabilities. Army Secretary Dan Driscoll and key leaders from Australia, Poland and South Korea recently signed agreements enabling each country to procure counter-small UAS technologies through the Joint Interagency Task Force 401 drone defense marketplace. 

As the War Department's premier organization to synchronize counter-small UAS efforts across the joint force and interagency, JIATF 401 is helping allies and partners rapidly acquire state-of-the-art counter-small UAS capability to respond to the evolving threat of drones. The drone defense marketplace connects diverse solutions with an expanding network of users who need scalable, effective and interoperable technologies. The initiative aligns with the Army secretary's goal of providing partner nations with timely access to essential capabilities and highlights JIATF 401's central role in advancing that mission. 

"This partnership gives our allies and partners direct access to proven counter-drone technologies as we continue to expand the marketplace," said Maj. Matt Mellor, lead acquisitions specialist for JIATF 401. "Our mission includes working with international partners to aggregate demand for counter-drone capabilities." 

The agreements build on recent collaborations with key allies, including the United Kingdom and Romania, to enhance interoperability and accelerate the delivery of critical capabilities. Collectively, these efforts indicate a move toward a more cohesive and accessible counter-small UAS network across coalition partners. JIATF 401 officials highlighted that expanding marketplace access will allow partners to acquire leading counter-drone technologies while helping shape the future development of the counter-small UAS industrial base. 

"We are continuing to expand the market for [counter-small UAS]," said Army Brig. Gen. Matt Ross, director of JIATF 401. "We understand that our allies and partners want to purchase American-made counter-drone technologies. The JIATF 401 marketplace helps aggregate that demand, ensuring our defense industrial base is ready to scale production and meet the growing needs of our coalition."
