DOD Releases 2025 Basic Allowance for Housing Rates

Basic allowance for housing rates will increase by 5.4%, on average, in 2025, the Defense Department announced today.  

The new rates, which go into effect Jan. 1, reflect a continuation in recent rental housing market trends across the 299 military housing areas used to calculate BAH annually.  

"This is pretty much in line with the same increase we saw between last year's rates and the previous year, which was around a little over 5% as well," said Summer Britford, the allowance division chief in the Office of the Undersecretary for Personnel and Readiness Military Compensation Policy Directorate. "The housing market continues to trend upward consistently this year as it did last year." 

The department will pay an estimated $29.2 billion in BAH to approximately one million service members in 2025. 

The allowance, which is paid to active-duty service members stationed in the U.S. when government housing is not available, is aligned to housing costs of civilians with comparable incomes. Rates are based on median rental and average utility costs for suitable housing commensurate with service members' pay grade and dependency status.  

Britford said BAH is a significant component of service members' overall pay and has a significant impact on the well-being of military families. She added that, in keeping with Secretary of Defense Lloyd J. Austin III's commitment to taking care of those who serve, the department remains committed to ensuring the annual BAH calculations meet service members' needs. 

"Our goal is to make sure that the overall compensation package remains strong and that it remains competitive," Britford said. "And with BAH being such a huge component of that we are focused on making sure we get it right." 

The department incorporates a variety of sources to set rates each year, including data from the Bureau of Labor Statistics and the Census Bureau as well as leading property listing services.  

In calculating rates, the department excludes unsuitable housing, such as rentals in high crime areas or excessively large or small units in order to ensure the allowance compensates members for adequate housing in their local communities.  

The rates are set by military housing areas for each military pay grade and account for whether the service member has dependents.  

This year's average rate increase reflects an upward trend in housing markets across 96% of the military housing areas used to calculate BAH.  

Housing rates will decrease in approximately 4% of those areas. Although a large majority of service members already stationed in those areas will not see a decrease in their monthly allowance.

DoD Releases 2025 Basic Allowance for Housing Rates

The Department of Defense has released the 2025 Basic Allowance for Housing rates.  Basic Allowance for Housing rates will increase an average of 5.4 percent when the new rates take effect on January 1, 2025.  An estimated $29.2 billion will be paid to approximately one million Service members.  While average BAH rates increased, different rental markets experienced different market trends, and the 2025 BAH rates reflect those geographic market condition differences.

The Department collects rental housing cost data annually for 299 military housing areas in the United States, including Alaska and Hawaii.  The Basic Allowance for Housing rate-setting process relies on a wide variety of data sources (e.g., U.S. Census Bureau survey data, Bureau of Labor Statistics Consumer Price Index, commercial subscription rental cost databases, industry-leading online rental listing websites, and input from the Services and local military installation housing offices, among other sources) to obtain high-quality, accurate, current-year housing cost data.

Median market rents and average utilities (including electricity, heat, and water/sewer) comprise the total housing cost for each military housing area and are included in the Basic Allowance for Housing computation.  Total housing costs are determined for six housing profiles (based on dwelling type and number of bedrooms) in each military housing area.  Basic Allowance for Housing rates are then calculated for each pay grade, both with and without dependents, based on the housing choices of civilians with comparable incomes to each Service member pay grade grouping.

The 2025 Basic Allowance for Housing rates, as part of a robust military compensation package, continue the member cost-sharing element at five percent of the national average housing cost by pay grade.  These amounts vary by grade and dependency status and range from $90 to $202 monthly for the 2025 rates.  Even with this cost-sharing element, the overall military pay and benefits package remains competitive and healthy.

An integral part of the Basic Allowance for Housing program is the provision of individual rate protection to all members.  No matter what happens to measured housing costs — including the out-of-pocket expense adjustment — an individual member who maintains uninterrupted Basic Allowance for Housing eligibility in a given location will not see his/her Basic Allowance for Housing rate decrease.  This ensures that members who have made long-term commitments in the form of a lease or contract are not penalized if the area's housing costs decrease. 

The Department is committed to the preservation of a compensation and benefit structure that provides members with an adequate standard of living to sustain a trained, experienced, and ready force now and in the future.

Joint Statement on the Japan – U.S. CBRN Defense Policy Dialogue

Mr. Ueda Koji, Deputy Director General, Defense Policy Bureau, Japan Ministry of Defense, and Mr. Richard Johnson, U.S. Deputy Assistant Secretary of Defense for Nuclear and Countering Weapons of Mass Destruction Policy, held a Chemical, Biological, Radiological, and Nuclear (CBRN) Defense Policy Dialogue in Tokyo, Japan, Dec. 11.

Both sides deepened common understanding of the CBRN challenges to the regional security environment and discussed ways to improve CBRN defense capabilities. They confirmed that they will continue to strengthen cooperation in CBRN defense and reinforce capabilities to deter, mitigate, and respond to CBRN threats.
